it doesnt work

i just now got the game and tried to launch it multiple times. the game starts and shows me the credits and developers, but right after when it transitions to black the game freezes and gives me a spinning wheel on my mouse, it does not whiten the screen like its crashing, but it just stays black. i let it do this for an hour to see if its maybe a first time launch issue or something, and nothing. still the blue spinning wheel and a black screen. im new to this community so i dont know much. please help ...

I don't have a wheel (planning on getting one) but i do have a Xbox controller as well

so i just got back into cars and i used to play this like 6 months ago but now when i click play it changes to cancel as if i am playing and after 5 ish seconds it goes back to play as if i just quitted without anything loading up not even a start screen. i have already done fresh install,verified integrity,deleted the document file for the settings and stuff to go back to the original state and made auto run as administrator but nothing works so can someone please help me ive been tryna fix this all week ...
